INFO ALERT: Child Care Center Rules

Child Care Center Rules Revisions Completed by FIA-OCAL
Steve Manchester, Public policy Specialist, Michigan Association for the Education of Young Children, January 13, 2005

An advisory committee has been working with FIA's Division of Child Day Care Licensing/Office of Child and Adult Licensing (OCAL) to draft new child care center rules. The committee has completed its work and OCAL has forwarded the draft of the revised rules to the Office of Regulatory Reform (ORR). ORR has already placed the draft center rules on its web site. You can see a copy of the draft at both the FIA and ORR web sites as follows:

FIA: http://www.michigan.gov/fia/0,1607,7-124-5455_27716_27718---,00.html
This takes you to the Licensing page; Scroll down to the box labeled "Rules & Statutes" Click on "Child Care Center Draft Rules Sent to ORR 01-11-05" - at the bottom of the box. This gives you a pdf version.

ORR: http://www.state.mi.us/orr/emi/rules.asp?type=dept&id=FI
Today, the center rules are listed first. Scroll down to "Child Day Care Licensing - Child Care Center." Click on "Revision Text" just above. New language is in boldface; language to be deleted has a line drawn through it; old language that will be retained is in regular type. To see the rules as they exist now, click on "Admincode"

Also, the draft HOME-BASED child care RULES are listed right after the center rules. Follow the same process to examine these.

From now on until the final revisions are promulgated, you should look to ORR for the "official" copy of the rules although ORR and OCAL will try to keep their respective versions exactly the same.

There will be public hearings on the draft rules for both centers and homes; however, we do not know when or where those hearings will occur.
